These are 12 volt which are used in many low voltage fixtures, most commonly some track lighting and landscape lighting, though they are used in many other fixtures. They have a bi-pin base, so they typically will only fit in fixtures designed for them. A similar bulb with 120 volts and different base can be searched and found on Amazon: the Bioluz LED GU10 LED. I am very pleased with these lamps. They are bright and dim smoothly. I do have an led approved dimmer.

Very good question. And if it is not ul Listed it is a violation of nfpa to install. Regardless if it takes voltage or not. I cant see how it would be because it would have to match listing of every plastic box on the market

This is very likely due to an issue with the transformer for these 12V light bulbs. Your transformer is likely designed for halogen instead of LED light bulbs. When you have 2 halogen bulbs and 1 LED bulb, you may not see the issue as much but if you have 1 halogen bulb and 2 LED bulbs, this problem may start to occur. Basically, the fixture or the transformer cannot use LED unfortunately.
